In an atmosphere charged with optimism and a renewed sense of purpose, the District Chief Executive (DCE) for Talensi, Hon. John Millim Nabwomya, delivered a landmark sessional address during the first ordinary meeting of the third session of the Fourth Assembly.
Following the successful election and swearing-in of the Presiding Member, Hon. Nabwomya took to the floor to address the “August House,” blending spiritual wisdom with a rigorous administrative roadmap aimed at transforming the district into an economically vibrant hub.
Opening his address with a congratulatory message to the newly elected Presiding Member, Hon. Nabwomya lauded the assembly members for their “unity of purpose.” Drawing a poignant parallel from the scriptures, he referenced James 2:10, emphasizing that the Talensi District Assembly has remained steadfast in its commitment to the law and its constituents.

“This address is not merely an administrative practice,” the DCE stated firmly. “It is a statutory obligation under Article 243 of the 1992 Constitution and the Local Governance Act, 2016 (Act 936), designed to ensure accountability, transparency, and effective local governance.”
Hon. Nabwomya reported that while the district remains generally calm, the Assembly is actively managing localized challenges. He touched on the recent demonstrations at Biung regarding water and electricity issues involving Cardinal Namdini Mine, as well as unregulated sand winning at Pwalugu.
He emphasized that while community concerns are legitimate, they must be solved through dialogue. “The situation is being handled, and efforts are ongoing to restore essential services. We need strong collaboration to sustain the peace and stability we currently enjoy,” he noted.
The DCE provided a transparent breakdown of the district’s finances, highlighting a significant reliance on the Internally Generated Fund (IGF) due to delays in central government releases. The Assembly expects over GH₵ 26 million for 2026, though no funds have been released for the current year. Hon. Nabwomya revealed that the Assembly has already mobilized GH₵ 456,444.46 in the first quarter—roughly 32.8% of the annual GH₵ 2 million target.
He challenged Assembly members to take an active role in their electoral areas to boost revenue compliance. “The gap between projected targets and actual inflows places a greater responsibility on us to strengthen our IGF,” he urged.
The “August House” erupted in applause as the DCE detailed massive infrastructure gains. A major highlight was the completion and handover of a 100-bed children’s ward for the district, alongside the fully operational Tindongo CHPS Compound.

In education, the Assembly has delivered a four-unit classroom block to Tongo Senior High Technical School under the SOCO project to ease congestion. Furthermore, work has commenced on the Yameriga E-Block, a massive project featuring administrative blocks, staff bungalows, a dining hall, and dormitories.
Regarding the ongoing BECE, Hon. Nabwomya confirmed that 1,518 candidates (705 boys and 875 girls) are currently sitting for the exams, benefiting from moral support tours conducted by himself, the District Education Directorate and other stakeholders of education.
The DCE reaffirmed his commitment to the “most vulnerable” through the LEAP program, which now supports 5,065 residents. Additionally, in the first quarter of 2026, GH₵ 92,280.00 was disbursed to support Persons with Disabilities (PWDs).
For the agricultural sector, the Assembly is distributing 1,240 bags of NPK and Urea fertilizer to local farmers, while simultaneously working to curb the negative impacts of illegal mining on farmlands.
Infrastructure remains a cornerstone of the Nabwomya administration. The DCE announced that under the District Road Improvement Programme (DRIP), all machinery has been successfully serviced and is ready to begin reshaping district routes. He also acknowledged the support of international mining companies in rehabilitating the road from their sites to Sheaga.

Looking ahead, Hon. Nabwomya outlined key priorities approved by the Executive Committee on April 10, 2026: The development of Tongo Rocks and the Tenzuk Shrine as major tourist destinations. The establishment of a dedicated Public Cemetery and the enforcement of the National Sanitation Day. Designating parking spaces for tricycle operators to reduce congestion.
Concluding his address, Hon. John Millim Nabwomya thanked the Assembly for their 100% endorsement of the Presiding Member.
“The revival of our policies requires unity, commitment, and effective diversity,” he declared. “Let us work together to build a secure, healthy, educated, and economically vibrant Talensi.”
